for the recruitment to Grade 3-I (C) of the Sri Lanka Teachers’ Service for
English Teacher Vacancies in National and Provincial Schools and for the
Vacancies in Information Technology, Home Economics and Aesthetic Subjects
(Art, Music, Dancing) in Northern and Eastern Provinces-2021
Applications are invited from both male and female qualified Diploma Holders for the
recruitment to Grade 3-I (C) of Sri Lanka Teachers’ Service for English teacher vacancies in
National and Provincial Schools and for the vacancies in Information Technology, Home
Economics and Aesthetic Subjects (Art, Music, Dancing) in Northern and Eastern Provinces.
The respective application has been published through “Online Applications - Institutional
Exams” under “Our Service” in www.doenets.lk website of the Department of Examinations
and the applications should be submitted only in online method. Subsequent to the online
submission, the application should be downloaded and printed. Also, the headings from (3) to
(6) should be completed in handwritings and the signature of the applicant should be attested
(7) in the printed copy. The application should be forwarded under registered cover; along
with the certification of the Head of the Department (8) if applicable, in order to reach the
Commissioner General of Examinations, Institutional Examinations Organization Branch,
Department of Examinations, Sri Lanka, P. O. Box 1503, Colombo on or before the closing
date of applications. (Keeping a copy of the application would be beneficial) “Open
Competitive Examination for the Recruitment to Grade 3-I (C) of the Sri Lanka Teachers’
Service for English Teacher Vacancies in National and Provincial Schools and for the
Vacancies in Information Technology, Home Economics and Aesthetic Subjects (Art, Music,
Dancing) in Northern and Eastern Provinces-2021” should be clearly mentioned on top left
hand corner of the envelope. Closing date of applications will be 31.03.2021. This
examination will be conducted in June, 2021 and the venues of the examination will be
determined according to the number of applications received.
Note – It is not necessary for the applicants, who have already paid examination fees for the
above examination and have posted applications to submit applications online. Forwarding
the printed copy of the application via post is mandatory while complaints on misplacing or
delaying applications in post will not be entertained. Repercussions of delaying applications
till the closing date should be borne by the applicants themselves.
02. Method of Recruitment:
2.1 Applicants equal to five (05) times of the number of vacancies existing in each subject
and medium based on the results of the written examination conducted by the
Commissioner General of Examinations will be called for a general interview.
Applicants, who have not fulfilled the qualifications prescribed in this Gazette
Notification, will be rejected at the interview
2.2 Candidates, who qualify from the general interview will be subjected to a practical
test in terms of Section 13.2 of this Gazette Notification to evaluate skills on teaching
and teaching methods required for the profession and school based recruitments will
be made according to the number of vacancies and in the order of the total marks
scored in the written and practical tests.
2.3 The list of vacancies will be displayed to the applicants at the Practical Test.
Accordingly, the applicants should indicate the order of their preference in being
appointed for vacant schools on the same occasion.
2.4 Since these recruitments will be school-based, no candidate will be allowed transfers
till the completion of 08 years. Applicants are not allowed to apply for transfers
within the aforesaid period of these 08 years and applying for transfers will cause the
termination of his/her appointment.
2.5. List of Vacancies
03. Conditions of Employing in Service
i. This post is permanent. The pension scheme entitled for this post will be subjected
to policy decisions made by the government in future.
ii. The officers appointed to this post will be subjected to a probation period of three
(03) years and they should pass the first Efficiency Bar Examination within the
aforesaid period of three (03) years.
iii. The proficiency in official languages should be obtained in terms of the Public
Administration Circular 01/2014 ,18/2020 and other Circulars incidental thereto.
iv. This appointment will be subjected to the Procedural Rules of the Public Service
Commission, Establishments Code of the Democratic Socialist Republic of Sri
Lanka, Financial Rules of the government and other Departmental Rules.
v. This appointment will be subjected to the provisions of the Service Minute of the
Sri Lanka Teachers’ Service published in the Extraordinary Gazette No.1885/38
dated 23.10.2014 of the Democratic Socialist Republic of Sri Lanka, and any
amendments made thereto henceforth as well as the general conditions related to
the appointments of the public service.
vi. The language medium entitled for the appointment will be the medium mentioned
by you in the application.
04. Salary Scale:
In terms of Public Administration Circular No 03/2016, this post is entitled to G-E-01-
2016 Salary Scale with Rs. 27, 740-300x6-380x7-445x2-රු.33,090 (monthly). The
appointees will be placed in step 7 of this Salary Scale at Rs. 29,540. The salaries will be
paid in accordance with the provisions in Schedule II of the aforesaid Circular. In
addition, you will be entitled to any other allowance granted to public officers from time
to time by the government.
05. Educational Qualifications:
5.1 As per the provisions of the Service Minute of the Sri Lanka Teachers’ Service
published in the Extraordinary Gazette No.1885/38 dated 23.10.2014 of the
Democratic Socialist Republic of Sri Lanka, the applicants should have fulfilled the
following qualifications as at 31.03.2021.
5.2 Should have followed and successfully completed a Diploma Course, not less than
two years in duration and with a grade not lower than Level Six of National
Vocational Qualification (NVQ 06) offered by an institution recognized by the Line
Ministry in charge of Education for any vacant subject mentioned under 2.5 above.
5.3 Should have passed Sinhala Language or Tamil Language as a subject at G. C. E.
(Ordinary Level) Examination as per the provisions of the Service Minute of the Sri
Lanka Teachers’ Service.
Note : Applicants who have qualified from examinations recognized as equal to local G.C.E
(O/L) by the Commissioner General of Examinations may also apply.
06. Age Limit:
The applicants should have completed 18 years of age and not exceeded 35 years at
the closing date of applications.
(Accordingly, only the applicants, whose birthday falls on or before 31.03.2003 and
on or after 31.03.1986 can apply for this post.)
07. Other Requirements:-
i. Applicants should be Sri Lankan citizens.
ii. Should be of exemplary character.
iii. Should have fulfilled all qualifications required for the recruitment by the closing
date of applications.
iv. Every applicant should be physically and mentally fit enough to serve in any part
of Sri Lanka as well as to perform duties of the Post.
08. Examination Conditions:
8.1 Online application should be completed in English language only. When the soft
copy submitted online as well as the printed copy forwarded under registered
post receive the Department of Examinations, the soft copy and the printout will
be verified and the applicant will be informed of the acceptance / non acceptance
of the application as a valid application through an SMS to the mobile number
used to access the system or via an e-mail. Please download the general
instructions prepared in relation to online applying and thoroughly follow the
instructions when completing the application. Any revision made in the
application after obtaining the printout will not be considered as a valid revision.
Incomplete applications will be rejected without further notice.
8.2 Examination Procedure
i. This examination will be held in Sinhala, Tamil and English medium and the
venue of the examination will be determined in consideration of the number of
applications received.
ii. Each applicant should sit for all question papers in one medium of language.
That medium of language should be the same in which the applicant is to
receive the appointment.
iii. Applicants will not be allowed to alter the medium of language mentioned in
his/ her application.
iv. The examination comprises of two question papers. Each applicant should sit
for both (02) papers. An applicant should score at least 40% marks for each
paper to get through the examination.
v. Number of recruitments will be determined by the Appointing Authority.
8.3 One applicant may submit only one application.
8.4 The signature of the applicant both in the application and the admission issued for the
examination should be certified by either a Principal of a government school/ a Justice
of Peace/ a Commissioner for Oaths/ an Attorney-at-Law/ a Notary Public/ a
Commissioned Officer of Tri-Forces/ an Officer holding a gazetted post in the Police
Service or an Officer holding a permanent post in public service.
8.5 Department of Examinations will publish a newspaper advertisement when
admissions have been issued. Any applicant, who has not received the admission
within 02 or 03 days of the notice, should inquire from the Institutional Examination
Division of the Department of Examinations. When inquiring the applicant should
accurately mention the title of the examination applied, full name of the applicant,
NIC No and the address. If the applicant resides out of Colombo, should fax a letter of
request to 011-2784232 along with the aforesaid details and a fax No. to immediately
receive the admission. It would be beneficial for the applicant to keep in hand the
copy of the application, copy of the examination fee receipt and the receipt of
registered post when confirming such detail.
09. Sitting for the examination:
9.1 On the presumption that only eligible persons have applied, the applicants who have
fulfilled the age limit stated in the Gazette notification and have paid the prescribed
examination fee and submitted duly completed applications on or before the closing
date of applications will be issued admissions by the Commissioner General of
Examinations. An applicant sitting the Examination should produce his/her signature
attested admission to the Supervisor of the Centre of the Examination. Any applicant,
who fails to do so, will not be allowed to sit the Examination.
9.2 Each applicant should sit for the examination in the examination hall assigned for
them. Every applicant should hand over the attested admission of the prescribed
examination hall to its Supervisor on the first day facing the examination.
9.3 All candidates will be subjected to the rules and regulations imposed by the
Commissioner General of Examinations in relation to conducting and issuing results
of the examination. Any candidate, who violates such rules, may be subjected to any
punishment imposed by the Commissioner General of Examinations.
Note : The issuance of an admission to an applicant for the examination will not be
considered as he or she has fulfilled the qualification to sit the examination or to hold a
post while passing the examination will not be considered as a qualification to receive the
appointment
10. Identity of Applicants:
An applicant should prove his/her identity at the Examination Hall to the satisfaction of
the supervisor of Examinations in relation to every subject that he/she appears for. An
applicant should submit one of the following to prove the identity.
(i) National Identity Card
(ii) A valid passport
(iii) A valid Sri Lankan driving license
Further, the Candidates should enter the examination hall without covering the face
and the ears so that their identity can be confirmed. Those who refuse to prove their
identity will not be allowed to enter the examination hall. Moreover, the candidates
should remain without covering the face and the ears from the moment they enter the
examination hall until they leave the hall after examination enabling the officials to
identify the candidates.
11. Punishment for providing false information:
Accurate information should be very carefully furnished in filling the application.
His/her candidacy may be cancelled on any instance before the examination, during the
examination or after the examination, if revealed that the applicant is not qualified. Any
particular furnished by an applicant is found to be false or if any important matter has
been deliberately suppressed by him/her, he or she is liable to be dismissed from public
service.
12. Syllabus
It is compulsory for all the applicants to sit for all two question papers in the written
examination.
(I) Aptitude Test - 1 hour (100 Marks)
This question paper is set with the objective of measuring the skills of reasoning
of the candidate. This question paper consists of 50 questions including Multiple
Choice Questions and Short answer questions. All the questions should be
answered with short answers
(II) General Knowledge – 01 hour (100 Marks)
This question paper consists of 50 questions of Multiple Choice Questions and
Short Answers Questions which aim at testing the general knowledge of the
applicant on the field of teaching and / or general knowledge on local and
current educational trends and general knowledge on modernization of
education. All the questions should be answered with short answers.
13. Interview
13.1 General Interview -
Marks will not be offered for the General Interview
Note : Expected Objectives -
To check whether the qualifications stated in the Service Minute and in this notification
or newspaper advertisement publicized in accordance therewith and evaluating physical
qualifications.
13.2 Practical Test
The applicants are expected to do a presentation under a topic identified by applicants
as the Practical test. Marks will be offered as mentioned below
Note : Objectives expected to be accomplished –
Measuring the applicant’s competency in teaching - learning process, which is an
important aspect of the teaching profession.
13.2.1 Method of Practical Test
(i) A duration not less than 5 minutes will be given for practical test
(ii) Maximum marks attainable for the practical test is 25 marks.
(iii) At least two (02) marks for each criterion should be scored to pass the practical
test.
(iv) The practical test is evaluated by an interview board appointed by the Secretary to
the Line Ministry of Education.
13.2.2 Objectives of the criteria
(i) Objective and the approach
Evaluation of the ability of explaining the objective of the lesson and
approaching the lesson successfully
(ii) Personality and voice control
Evaluation of good personality as a teacher and the ability of voice control in
teaching
(iii) Clarity in communication
Evaluation of the ability of effectively communicating relevant points in
teaching learning process
(iv) Time management
Evaluation of the skill of reaching the objective within prescribed timeframe
(v) Use of presentation techniques -
Evaluation of the ability of using presentation techniques to achieve the
objective
14. Examination Fees
14.1 Examination fee is Rs.600/-. Only the following payment methods allowed by the
online system should be used to pay examination fees.
I. Any Bank Credit Card
II. Through any bank debit card with internet transaction facilities
III. Bank of Ceylon Online Banking Method
IV. Teller Slip Payment from any Bank of Ceylon Branch
V. Payment at any Post Office of the Department of Post
Note – Instructions in relation to above payment methods are published in the website under
technical instructions for the examination.
14.2 Receipt of payment will be acknowledged through an SMS or an e-mail. The total
amount of the examination fee should be paid while applications with less or over
payments will be rejected. The Department of Examinations will not be responsible for
any fault occurred in paying examination fees through above payment methods.
14.3 Examination fees paid will not be returned or exchanged for any other examination at
any cost.
15. Examination Results
The final result sheet prepared in the order of total marks of the written examination
and the practical test in order to include a number of candidates equal to the number
of vacancies will be submitted to the Ministry of Education by the Commissioner
General of Examinations. Results will be personally notified to all applicants, who sat
the Examination or will be published in the Web site www.results.exams.gov.lk by
the Commissioner General of Examinations.
16. Instructions to fill the application:
The online application has been prepared by using the below schedules (01, 02, 03 04)

17. For the Officers who are currently in Public Service, it is compulsory to submit their
applications attested by their respective Heads of Department under heading No.8 of
the application.
18. Candidates who do not appear for the interview on the prescribed date will not be rereconsidered under any circumstance.
19. All certificates should be presented at the date of interview and any certificate
submitted later will not be considered.
20. The Secretary of the Ministry of Education reserves the right to determine on a matter
not covered by this notification and to have the final determination regarding the
filling or not filling the vacancies partly or entirely or not filling the vacancies at all.
21. In the event of any inconsistency among the Sinhala, Tamil and English language
texts of this notification, the Sinhala text shall prevail.
